Higher Cup 2023 : Higher Education and Fisheries Department enter Final

Higher Education (A) Department and Fisheries & ARD Department have entered Final Round of the Higher Cup Cricket Tournament - 2023 being organized by Ucchasikshya Bibhag Sanskrutik Parishad at Secretariat Mini Stadium.

Today, in the first Semi-Final Match, Fisheries & ARD Department won by 42 runs against Information & Public Relations Department. Similarly, Higher Education (A) Department won the second Semi-Final Match by 5 wickets against Parliamentary Affairs Department.


The final match will be played on 10.01.2024 (Wednesday). HE(A) Vs F&ARD

Medical Fitness Certificate: 06.01.2024
Home Department has requested all recommended candidates for appearance before concerned District Headquarter Hospitals for Medical Fitness Certificate. Last date of submission to home department (email: homesec.od@nic.in) is 12.01.2024https://home.odisha.gov.in/node/176849

Orientation Program: (not scheduled yet)
Home Department will arrange Orientation Programme at Convention Centre, Lokseva Bhawan. On the same day, Appointment Order will be given to candidates. Candidates can join as ASO in their respective Administrative Departments allotted to them on the same day. 
# But if  joining within 30 days not possible, then candidates can request Home Department in advance.

Documents Required at the time of joining:
1) Medical Fitness Certificate
2) Two Character Certificates issued by two different Gazetted Officers
3) A declaration to the effect that no criminal antecedent/case is pending against him/her
4) Oath of allegiance to the Constitution of India
5) Declaration of non-contract of plural marriage
6) Caste Certificate (if candidate belongs to ST/SC/SEBC)
7) Disability Certificate
8) Sports Certificate (Identity Card of Sports Persons issued by the Director of Sports, Odisha)

RESOLUTION
Bhubaneswar, dated the 6th Jan, 2024

Subject: - Creation of the District Revenue Ministerial Cadre

The Odisha Rajaswa Amala Sangha, through its General Secretary has represented to declare the District Level Revenue Ministerial employees as a separate cadre at district level as DISTRICT REVENUE MINISTERIAL CADRE and also requested to frame new Rules for the separate cadre with creation of three new promotional levels by way of creation of additional posts and without abolishing any posts. District Level Revenue Ministerial employees working in the Collectorate, sub collector office, Tahasil and revenue ministerial employees working in other district offices like RTo, cso, ICDS, Blocks , ITDA etc should be taken together to constitute a separate cadre.

Considering the demands and keeping in view the administrative convenience, it is decided that there shall be created a separate District Revenue Ministerial Service Cadre by way of bifurcating the District Ministerial Service Cadre.

Accordingly, Government have been pleased to modify the order No.37835/Gen., dated 29.12.2018 and Resolution No.5622/Gen., dated 20.02.2019 to the following extent.

a. 671 posts of Section Officers which were redistributed against the newly created hierarchical posts vide the above orders/ Resolution during the restructuring of the District Ministerial Cadre. These hierarchical posts above Section Officer created in lieu thereof shall abolish to the extent of vacancies available as on the date of issue of this resolution.

b. All employees who have been promoted against the promotional posts created after commencement of the Odisha Ministerial Services (Method of Recruitment and conditions of service of Establishment Officer and Senior Establishment Officer in the office of the District offices) Common Cadre Rules, 2019 till the date of notification of this Resolution, shall continue to hold the promotional posts till their superannuation and once they retire, such post shall stand abolished with their retirement.

c. District Level Revenue Ministerial Employees working in the Collectorate, sub-collector offices, Tahasils and revenue ministerial employees working in offices like
RTO, CSO, ICDS, Blocks, ITDA etc shall, taken together, constitute a separate cadre namely DISTRICT REVENUE MINISTERIAL SERVICE CADRE. Separate Cadre Rules shall be framed for them with required levels of promotional posts taking into consideration the administrative requirements.

d. Taking into consideration the job requirement and smooth administration, it has been decided to restructure the newly created District Revenue Ministerial Service Cadre and the District Ministerial Service Cadres accordingly.

e. Necessary amendments shall be made separately in the odisha Ministerial services (Method of Recruitment and Conditions of Service of Junior Assistants, Senior Assistants and Section Officers in the District offices and offices Sub-ordinate thereto) Rules, 2019 and the odisha Ministerial Services (Method of Recruitment and Conditions of Service of Establishment officer and senior Establishment officer in the Office of the District Offices) Common Cadre Rules, 2019.

This will come into effect from the date of issue of this Resolution.

Order: Ordered that the Resolution be published in the next issue of the odisha Gazette for general information and copies be forwarded to all Departments/All Heads of Departments/all District Head Quarters for information.

Information 01 : Group Insurance Scheme (GIS)

Group Insurance Scheme was introduced for Government employees w.e.f. 01.03.1974 vide Finance Department Resolution No. 2594/F; dt 25.01.1974. 

Initially, it was an optional scheme but made compulsory for all Government employees vide Finance Department Resolution No. 19043/F; dt. 15.04.1976, with a view to provide some financial benefit to the family for the un-timely death of a Government employee while in service.

Deposit by Government Employee :

Quantum of one time refundable  deposit during entry into service (to be realised from the employee in 10 (Ten) installments)

  • ₹20,000 (Grade pay upto 4800)
  • ₹30,000 (Grade pay 5400 & above)

In case death of employee before retirement :

In case untimely death of Government Employee, following benefits will be availed by his/her family members.

1) Sum assured under GIS in case of death while in service :

    •  ₹4,00,000 (Grade pay upto 4800)
    •  ₹6,00,000 (Grade pay 5400 & above)
2) Amount of financial assistance for performance of obsequies: 
    •  ₹10,000
3) Amount of one time refundable  deposit made by the Employee

In case of retirement on attaining age of superannuation or Resignation 
On retirement / resignation, only the deposited amount will be refunded to the employee.

Consumer Price Index for Industrial Workers - November 2023

As per Press Release by Labour Bureau, Consumer Price Index for Industrial Workers (CPI-IW) for November, 2023 increased by 0.7 points and stood at 139.1

The Dearness Allowance for Government Employees depends on these CPI-IW for last 12 months. As per calculation, DA may be enhanced by 4% from January, 2024.

53 ASOs of 8th Batch Passed Out Induction Training at OSTI

8th Batch Training of ASOs
(31.08.2023 to 29.12.2023)

Total 53 Nos. of Assistant Section Officers completed their training successfully at Odisha Secretariat Training Institute (OSTI) presently functioning at Toshali Bhawan, Bhubaneswar. All have passed out the Examination conducted from 13.12.2023 to 16.12.2023. Besides, during this training period, a study tour had been organised to Koraput District also. (Relieve Order)

Blood Donation Camp by Revenue Deptt Cultural Association : 69 Units Collected

A Blood Donation Camp was organised by Revenue Department Cultural Association in co-ordination with Indian Red Cross Society on 03.01.2024 (Wednesday) near Drivers' Rest Shed at Lokseva Bhawan, Bhubaneswar. Additional Chief Secretary, Sri Satyabrata Sahu, IAS inaugurated this camp and a total of Sixty Nine (69) employees from different Departments donated blood to help the needy people in this programme.

Monthly stipend enhanced for students pursuing D Pharm / ANM / Nursing etc

After careful consideration, Odisha Government is pleased to enhance the monthly stipend in favour of the students pursuing D Pharm, ANM, BSc Nursing, MPhil in Clinical Psychology or Psychiatric Social Work courses in Government institutions across the State.

Salary of newly recruited ASOs in Odisha Secretariat


As expected, appointment order may be issued to newly recruited 787 ASOs  (Odisha Secretariat) in the third week of January, 2024. Hence most of them must have calculated their first salary of their service.

As, ASOs are eligible to get basic pay along with DA & HRA as admissible declared by Government from time to time, Salary of an ASO can be calculated as follows if he/she joins in 01.02.2024.

Note : The aforesaid calculation is for a full month. 
If anyone joins in January, then there may not be any deduction except professional tax (₹200). Only fraction of the full month salary will be calculated based on number of days in service during that month.

Before leaving your current job to join as ASO in Secretariat

Newly selected 787 ASOs are eagerly waiting for signal from Home Department for their joining in Secretariat.

Many  of the successful candidates in the recently  conducted ASO exam conducted by OPSC must be working in Govt Sectors i.e. State/Central Govt. and their PSUs/PSEs. Here are some  important information for them;

No Objection Certificate
As you are working under certain Service rules, you should have applied for No Objection Certificate from your Head of Deptt/ Head of Office for appearing this ASO exam and must have obtained the same. It will help you to leave that job easily. So don't forget to obtain NOC for joining this job also.

Benefits:

  • If you are a Central Govt employee, no Pay Protection or Continuity of Service related benefits (Service/financial) will be extended to you. Because you are coming to State Govt.  However you can encash your earned leave as well as Gratuity from your previous Establishment only. In addition to above, if you have obtained NOC from the Head of your Establishment for appearing this ASO exam then after resigning from your previous Establishment, then your Lien will be retained their for next two years from the date of resigning from that post. That means, if you are not satisfied in your job as ASO, then you can return to your previous Establishment within two years. But if you have not obtained the above-said NOC, then this facility will not be available for you and your Lien will be ceased w.e.f. the date of your resignation from that Organisation.

  • If you are a State Govt employee and in lower grade pay than that of ASO, then you can get Service benefit only i.e. the Service period and leave will continue. But no financial benefits. You will draw salary of ASO as usual.
  • If you are a State Govt employee and in same grade pay as ASO, then you will retain the continuity of your past service and your Pay in your previous Organisation will be protected accordingly. As such your Pay will be fixed in the line of your previous Pay instead of initial Pay of ASO.

Resign / Relieve?
Anyone leaving job from a State Govt Organisation to join as ASO need not tender her/his resignation. Instead get yourself relieved (otherwise known as Technical Resignation) from your present Organisation.  If you resign from your present post then you will not get any service benefits.

# The seniority for promotion will be counted as per the merit list published by OPSC.

Benefits of joining early:
Who joins early may not get seniority in the Gradation List, as the gradation list is based on your merit in OPSC Result, but other service benefits such allotment of Govt Quarter, longer service period, salary from the date of joining and other related benefits  may be availed.

National Pension System (NPS):
Each fresher has to get enrolled under NPS after joining Govt Service. But those who are already in Service, they have to transfer their NPS account from Central Govt to State Govt or from one Establishment of State Govt to State Secretariat Establishment. In those cases all money accumulated in your NPS account will be carried forward.

GIS Account : If anyone has already paid full premium of ₹20,000 in present job, then the said GIS account will be carried forward otherwise the balance amount will be recovered in new establishment.

Government Employees to submit Property Statement by 31 January

As per the principles outlined under Odisha Government Servants Conduct (Amendment) Rules, 2021 every Government servant from the level of Group A to Group D is required to make a true and complete declaration of all his assets, movable and immovable and the value thereof as on the 1st January every year online in the HRMS portal on or before 31st January of that year. Up-to-date filing of Property Statement is a prerequisite for promotion. The scheduled timeline for submission of the annual property statement for the year 2023 through HRMS portal is due by 31.01.2024.

It is therefore requested by GA&PG Department  to all Departments, HODs, RDCs and Collectors that all the employees under their administrative control may kindly be sensitised enough to submit their Annual Property Statement for the year 2023 online  through HRMS latest by 31.01.2024.
