New Delhi, the 14th June, 2021

No. PFRDA/12/RGL/139/8.—In exercise of the powers conferred by sub-section (1) of Section 52 read with sub-clause (g), (h), and (i) of sub-section 2 of Section 52 of the Pension Fund Regulatory and Development Authority Act, 2013 (Act No.23 of 2013), the Pension Fund Regulatory and Development Authority hereby makes the following regulations to amend the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under the National Pension System) Regulations, 2015 namely, –

1. These regulations may be called the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under the National Pension System) (Amendment) Regulations, 2021.

Free vaccination to all citizens w.e.f. 21st June : MHA advisory to follow fivefold strategy

As declared by Hon'ble Prime Minister, new vaccination strategy for Covid-19 will be implemented across the country w.e.f. 21st June, 2021. The central government will now buy 75% of vaccines and give them free of cost to states. The system of 25% vaccines being procured directly by private hospitals will continue. State governments will monitor that only ₹150 service charge is levied by private hospitals over the decided price of the vaccines,

In this regard, DO letter has been issued to all States by MHA with advisory to follow Five-fold strategy i.e. Covid Appreciate Behavior - Test - Track - Treat - Vaccination.

Double dose vaccination mandatory to attend office

It has been decided all employees of Department / sub-ordinate offices / PSUs at Bhubaneswar must get double doses of the vaccine and attend office regularly from 1st July, 2021. In case any employee has been unable to get vaccinated for medical or some other compelling reason, s/he must apply for an exemption to the Head of the Department/ Organisation. On receipt of such application the matter can be considered on a case to case basis. Employees who are neither vaccinated nor exempted would not be permitted to attend office wef 1st July, 2021 and their absence will be treated as wilful.

Functioning of Government Offices : 17th - 30th June

All Departments of the State Government and Sub-ordinate Offices in the State shall function with 50% strength of employees (officers of the rank of Deputy Secretary and above who shall attend Office daily) during 17th to 30th June, 2021. Employees who have been fully vaccinated shall attend office mandatorily. 

Suspension of family pension to a person charged with the offence of murdering

"It has, accordingly, been decided that in cases where a person eligible to receive family pension is charged with the offence of murdering the Government servant or for abetting in the commission of such an offence and the payment of family pension to him/her remains suspended under Rule 54(11-C) of CCS (Pension) Rules, 1972, family pension may be allowed to other eligible member of the family till the conclusion of the criminal proceedings in this regard.

Regarding ASO Recruitment in Odisha Secretariat

Assistant Section Officer (ASO) in Odisha Secretariat is the base level post of Odisha Secretariat Service (OSS) cadre. Home Department is the cadre controlling authority and OPSC is the recruitment agency. The selected ASOs are being posted in different departments of State Government as well as some specific Offices like O/o the Lokayukta, Food Commission, Law Commission etc. functioning in Bhubaneswar. (#The only office located outside Bhubaneswar is the Directorate of Vigilance, Cuttack) 

Stenographer Cadre in Secretariat : New Cadre rule to be framed

There is a proposal for integration / merger of DEO cadre in Secretariat with the Executive Assistant Cadre and Private Secretary cadre. Accordingly a new cadre rule may be framed. The meeting was held under the chairmanship of ACS, Home Department with Secretaries of some key departments. 

DEO Cadre in Secretariat is to be a dying cadre

There is good news for the candidates selected for recruitment to the post of Jr DEO in State Secretariat. Although they have sent medical fitness certificate to Home Department, still they are waiting for their appointment order. Their doubt regarding their appointment is now cleared. Their appointment has been approved by Government and posting will be there very soon.

Appeal to help the family of Late Dalimba Nayak, ASO

As we know, one of our friend Dalimba Nayak, ASO of Commerce & Transport (Transport) Department breathed her last few days ago (1st June) who was suffering from auto immune disease called SLE since 2017. We could not help her in any manner because of miscommunication. Her family had to face a great loss in form of huge money for treatment as well as the life of their earning daughter. 

Hence, it is requested to all to have some contribution which can help their family to some extent.
