Today on 21.07.2023, 62nd “Cabinet Meeting’ was held in the 3rd Floor Conference Hall of Lok Seva Bhawan, Bhubaneswar under the Chairmanship of Sri Naveen Patnaik, Chief Minister, Odisa. After the meeting over, Hon’ble Minister, Smt. Tukuni Sahu, Hon’ble Minister Sri Atanu Sabyasachi Nayak briefed the press about 2 Nos and 1 no of decisions taken in the cabinet related to Mission Shakti Scooter Yojana, Approval of implementation of new scheme i.e Construction of building for Vana Surakshya Samiti(VSS) and interest subsidy/ Subvention to the Co-operative Banks/ PAACS relates to crop loan respectively. 

There after Chief Secretary, Odisha Sri Pradeep Kumar Jena, IAS, briefed the Press about other 14 agenda items on which the decision taken in the Cabinet meeting.

Study Tour of 7th Batch ASO Trainees

The 7th Batch ASO trainees have started their study tour to Sundargarh and Deogarh District for three days (19-21 July, 2023). As per the schedule, this team will visit Rourkela Steel Plant (RSP) to have some Industrial Experience. Besides, the team will meet Collector, Deogarh and Sub-Collector, Panposh to have some knowledge about District Administration. During the visit, the team may also visit Hockey Village, Rourkela, Vedvyash, Gurukula, Khandadhar (Sundargrah) and Padhanpat (Deogarh) Waterfall.

It is for information that, the 7th Batch Induction Training of 50 newly recruited ASOs (2018-19 Batch) of Odisha Secretariat has been started from 18.04.2023 at Odisha Secretariat Training Institute (OSTI) at Bhubaneswar AND Study Tour is one of the important part of this training programme.

ସୂଚନାଯୋଗ୍ୟ, ଓଡିଶା ଲୋକସେବା ଆୟୋଗ (ଓପିଏସସି) ବିଷୟ ଭିତ୍ତିକ କଟ ଅଫ ମାର୍କ କୁ ଆଧାର କରି ମେରିଟ ଲିଷ୍ଟ ପ୍ରସ୍ତୁତ କରିଥିଲା ।  ଏହାକୁ ଚ୍ୟାଲେଞ୍ଜ କରି ଏକ ରିଟ୍ ପିଟିସନ ଦାୟର କରାଯାଇଥିଲା। ଏହାର ଶୁଣାଣି କରି ଗତ ୧୯। ୦୫। ୨୦୨୩ ତାରିଖରେ ମାନ୍ୟବର ଅଦାଲତ ଚୁଡାନ୍ତ ରାୟ ପ୍ରକାଶ କରିଥିଲେ। ଏଥିରେ ଓପିଏସସି ଦ୍ୱାରା ପ୍ରକାଶିତ ମେରିଟ ଲିଷ୍ଟ କୁ ରଦ୍ଦ କରି ମୋଟ ମାର୍କ ଆଧାରରେ ସାନି ମେରିଟ ଲିଷ୍ଟ ଆସନ୍ତା ଦୁଇମାସ ମଧ୍ୟରେ ପ୍ରସ୍ତୁତ କରିବାକୁ ନିର୍ଦ୍ଦେଶ ଦେଇଥିଲେ।

ଇତି ମଧ୍ୟରେ ଦୁଇମାସ ହେବାକୁ ଆଉ ମାତ୍ର ୫ ଦିନ ବାକି ଥିବାବେଳେ ଓପିଏସସି ତରଫରୁ ନୂତନ ମେରିଟ ପ୍ରକାଶ କରାଯାଇନାହିଁ। ଏପରିକି, ଉକ୍ତ ରାୟର ପୁନଃବିଚାର ପାଇଁ ଆବେଦନ କରାଯାଇନାହିଁ କିମ୍ବା ରାୟ ବିରୋଧରେ ଉପର ଫୋରମ ରେ ଚ୍ୟାଲେଞ୍ଜ ମଧ୍ଯ କରାଯାଇନାହିଁ।

କିନ୍ତୁ ପ୍ରକାଶିତ ମେରିଟ ଲିଷ୍ଟରେ ସ୍ଥାନ ପାଇଥିବା ପ୍ରାର୍ଥୀଙ୍କ ମଧ୍ୟରୁ କିଛି ଜଣ ଉକ୍ତ ରାୟର ପୁନଃବିଚାର ପାଇଁ (Review Petition) ଆବେଦନ କରିଥିବାବେଳେ, ଆଉ କିଛି ଜଣ ଏହି ରାୟ ଦ୍ୱାରା ପ୍ରଭାବିତ ହେବାର ସମ୍ଭାବନା ଥିବା ସତ୍ତ୍ବେ ସେମାନଙ୍କୁ ପକ୍ଷଭୁକ୍ତ କରାଯାଇ ନଥିବାରୁ ପୂର୍ବ ମାମଲାକୁ ସଂପୂର୍ଣ୍ଣ ଖାରଜ କରିବାକୁ ରିଟ ଆବେଦନ (Writ Petition) କରିଛନ୍ତି। ଆଜି (୧୩। ୦୭। ୨୦୨୩) ଏହି ଉଭୟ ମାମଲାର ଶୁଣାଣି ଜଷ୍ଟିସ ଆଦିତ୍ୟ କୁମାର ମହାପାତ୍ର ଙ୍କ ଅଦାଲତରେ ହୋଇଥିଲା ଯାହାର ରାୟ ସଂରକ୍ଷିତ ରଖାଯାଇଛି। 

ଶୁଣାଣିବେଳେ, ରିଟ ପିଟିସନ ଦାୟର କରିଥିବା ପ୍ରାର୍ଥୀଙ୍କ ଓକିଲ ପକ୍ଷରୁ ବିଗତ ଦିନରେ ସୁପ୍ରିମକୋର୍ଟଙ୍କ କିଛି ରାୟକୁ ଉଲ୍ଲେଖ କରି ଯୁକ୍ତି କରାଯାଇଥିଲା ଯେ, ରଜତ କୁମାର ମିଶ୍ରଙ୍କ ଦ୍ୱାରା ଦାୟର ମାମଲାରେ ପ୍ରଭାବିତ ହେବା ସମ୍ଭାବନା ଥିବା ସତ୍ତ୍ବେ, ୧୧୦୪ ଜଣ ଚୟନ ହୋଇଥିବା ପରୀକ୍ଷାର୍ଥୀ ମଧ୍ୟରୁ କେହି ଜଣକୁ ମଧ୍ଯ ପକ୍ଷଭୁକ୍ତ କରାଯାଇନାହିଁ। ତେଣୁ ଉକ୍ତ ମାମଲା ଖାରଜ ଯୋଗ୍ୟ। ଅପରପକ୍ଷରେ ରାଜ୍ଯ ସରକାରଙ୍କ ତରଫରୁ କୌଣସି ଯୁକ୍ତି ରଖାଯାଇ ନଥିବାରୁ, "both are sailing on  the same boat"  ବୋଲି ଅଦାଲତ ବୁଝିଥିଲେ ଏବଂ ରାୟକୁ ସଂରକ୍ଷିତ ରଖିଥିଲେ। 

କିନ୍ତୁ ଏହା ସ୍ପଷ୍ଟ ଯେ, ୧୯। ୦୫। ୨୦୨୩ ତାରିଖର ରାୟ ତଥା ଦୁଇମାସ ମଧ୍ଯ ରେ ସାନି ମେରିଟ ଲିଷ୍ଟ ପ୍ରକାଶ କରିବାର ନିର୍ଦ୍ଦେଶ ଏବେ ବି ବଳବତ୍ତର ରହିଛି। ଆଜିର ଶୁଣାଣି କେବଳ ରିଭ୍ୟୁ ପିଟିସନ ଓ ନୂଆ ରିଟ ପିଟିସନ ଉପରେ ହୋଇଥିଲା, ଯାହାର କିଛି ରାୟ ଆସିନାହିଁ। 

ବିକଳ୍ପ : ଯଦି ରିଭ୍ୟୁ ପିଟିସନର ରାୟ ଏବେ ନ ଆସେ, ଏବଂ ଦୁଇମାସ ପୂର୍ବରୁ ଓପିଏସସି ମେରିଟ ଲିଷ୍ଟ ପ୍ରକାଶ କରିନପାରେ, ତେବେ କଣ୍ଟେପ୍ଟ ଅଫ କୋର୍ଟ କୁ ଏଡାଇବା ପାଇଁ ଟାଇମ ପିଟିସନ ଦାୟର ହୋଇପାରେ। କିନ୍ତୁ ଆସନ୍ତା ୧୮ ତାରିଖ ମଧ୍ୟରେ ନୂତନ ମେରିଟ ଲିଷ୍ଟ ଆସିବା ନେଇ ସମସ୍ତେ ଆଶାବାଦୀ।

Odisha Secretariat Employees hold Black Badge Protest for Level-10 demand on 30th June, 2023. It may be considered as a mass discontent among officers of OSS cadre for base level ASO salary # Level 10. Specifically, departwise support was seen in this protest which was the third General Body Meeting of Odisha Secretariat Service Association (OSSA). 

In the last 25 years, the Odisha Secretariat Seva Sangh had not taken such a decision. .
