53 ASOs of 8th Batch Passed Out Induction Training at OSTI

8th Batch Training of ASOs
(31.08.2023 to 29.12.2023)

Total 53 Nos. of Assistant Section Officers completed their training successfully at Odisha Secretariat Training Institute (OSTI) presently functioning at Toshali Bhawan, Bhubaneswar. All have passed out the Examination conducted from 13.12.2023 to 16.12.2023. Besides, during this training period, a study tour had been organised to Koraput District also. (Relieve Order)

Blood Donation Camp by Revenue Deptt Cultural Association : 69 Units Collected

A Blood Donation Camp was organised by Revenue Department Cultural Association in co-ordination with Indian Red Cross Society on 03.01.2024 (Wednesday) near Drivers' Rest Shed at Lokseva Bhawan, Bhubaneswar. Additional Chief Secretary, Sri Satyabrata Sahu, IAS inaugurated this camp and a total of Sixty Nine (69) employees from different Departments donated blood to help the needy people in this programme.

Monthly stipend enhanced for students pursuing D Pharm / ANM / Nursing etc

After careful consideration, Odisha Government is pleased to enhance the monthly stipend in favour of the students pursuing D Pharm, ANM, BSc Nursing, MPhil in Clinical Psychology or Psychiatric Social Work courses in Government institutions across the State.

Salary of newly recruited ASOs in Odisha Secretariat


As expected, appointment order may be issued to newly recruited 787 ASOs  (Odisha Secretariat) in the third week of January, 2024. Hence most of them must have calculated their first salary of their service.

As, ASOs are eligible to get basic pay along with DA & HRA as admissible declared by Government from time to time, Salary of an ASO can be calculated as follows if he/she joins in 01.02.2024.

Note : The aforesaid calculation is for a full month. 
If anyone joins in January, then there may not be any deduction except professional tax (₹200). Only fraction of the full month salary will be calculated based on number of days in service during that month.

Before leaving your current job to join as ASO in Secretariat

Newly selected 787 ASOs are eagerly waiting for signal from Home Department for their joining in Secretariat.

Many  of the successful candidates in the recently  conducted ASO exam conducted by OPSC must be working in Govt Sectors i.e. State/Central Govt. and their PSUs/PSEs. Here are some  important information for them;

No Objection Certificate
As you are working under certain Service rules, you should have applied for No Objection Certificate from your Head of Deptt/ Head of Office for appearing this ASO exam and must have obtained the same. It will help you to leave that job easily. So don't forget to obtain NOC for joining this job also.

Benefits:

  • If you are a Central Govt employee, no Pay Protection or Continuity of Service related benefits (Service/financial) will be extended to you. Because you are coming to State Govt.  However you can encash your earned leave as well as Gratuity from your previous Establishment only. In addition to above, if you have obtained NOC from the Head of your Establishment for appearing this ASO exam then after resigning from your previous Establishment, then your Lien will be retained their for next two years from the date of resigning from that post. That means, if you are not satisfied in your job as ASO, then you can return to your previous Establishment within two years. But if you have not obtained the above-said NOC, then this facility will not be available for you and your Lien will be ceased w.e.f. the date of your resignation from that Organisation.

  • If you are a State Govt employee and in lower grade pay than that of ASO, then you can get Service benefit only i.e. the Service period and leave will continue. But no financial benefits. You will draw salary of ASO as usual.
  • If you are a State Govt employee and in same grade pay as ASO, then you will retain the continuity of your past service and your Pay in your previous Organisation will be protected accordingly. As such your Pay will be fixed in the line of your previous Pay instead of initial Pay of ASO.

Resign / Relieve?
Anyone leaving job from a State Govt Organisation to join as ASO need not tender her/his resignation. Instead get yourself relieved (otherwise known as Technical Resignation) from your present Organisation.  If you resign from your present post then you will not get any service benefits.

# The seniority for promotion will be counted as per the merit list published by OPSC.

Benefits of joining early:
Who joins early may not get seniority in the Gradation List, as the gradation list is based on your merit in OPSC Result, but other service benefits such allotment of Govt Quarter, longer service period, salary from the date of joining and other related benefits  may be availed.

National Pension System (NPS):
Each fresher has to get enrolled under NPS after joining Govt Service. But those who are already in Service, they have to transfer their NPS account from Central Govt to State Govt or from one Establishment of State Govt to State Secretariat Establishment. In those cases all money accumulated in your NPS account will be carried forward.

GIS Account : If anyone has already paid full premium of ₹20,000 in present job, then the said GIS account will be carried forward otherwise the balance amount will be recovered in new establishment.

Government Employees to submit Property Statement by 31 January

As per the principles outlined under Odisha Government Servants Conduct (Amendment) Rules, 2021 every Government servant from the level of Group A to Group D is required to make a true and complete declaration of all his assets, movable and immovable and the value thereof as on the 1st January every year online in the HRMS portal on or before 31st January of that year. Up-to-date filing of Property Statement is a prerequisite for promotion. The scheduled timeline for submission of the annual property statement for the year 2023 through HRMS portal is due by 31.01.2024.

It is therefore requested by GA&PG Department  to all Departments, HODs, RDCs and Collectors that all the employees under their administrative control may kindly be sensitised enough to submit their Annual Property Statement for the year 2023 online  through HRMS latest by 31.01.2024.

"BSKY Nabin Card" : For all left out families of rural areas

Chief Minister, Naveen Pattnaik has announced the third phase of Biju Swasthya Kalyan Yojana and the new BSKY Nabin Card. It will provide quality healthcare service at no cost to almost all families in the rural areas across the State. With this expansion, over 1.10 Cr families, covering nearly 90% of the population of the State, will be provided health assurance under the scheme.

Sustha Odisha, Sukhi Odisha has been the driving force behind all interventions in health sector in Odisha. It has been my dream to provide universal health coverage to the people of Odisha where healthcare is a right; accessible and affordable for all. To take this vision forward, the Biju Swasthya Kalyan Yojana was launched 5 years ago bringing about a revolution in providing health assurance to the people of Odisha.

We are launching 3rd phase of BSKY, where all left out families of rural areas of our State will be assured of cashless care in private hospitals, for critical ailments. All rural families of Odisha (except regular Govt employees & income tax payees), who are presently not covered under BSKY, will be eligible to receive the “BSKY Nabin Card”.

Orientation Programme of Newly recruited Medical Officers and Dental Surgeons

The Orientation Programme of the newly recruited Medical Officers under Odisha Medical and Health Services Cadre and Odisha Medical Services (Dental) Cadre of Health & Family Welfare Department as per OPSC Notice No. 9201 dated 15.12.2023 and Notice No. 8979 dated 04.12.2023 respectively is scheduled to be held on 28.12.2023 at 5.00 P.M. at Kalinga Stadium, Bhubaneswar. 
The newly recruited Medical Officers and Dental Surgeons are requested to report at 1.00 P.M. on 28.12.2023 at Kalinga Stadium, Bhubaneswar with any one ID Proof like Aadhaar, PAN, Voter ID or Driving Licence. Upto two family members are allowed to come with the concerned Medical Officer to attend the Orientation Programme.
