Cabinet approves additional instalment of Dearness Allowance to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026 representing an increase of 2% over the existing rate of 58% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.6791.24 crore per annum. This will benefit about 50.46 lakh Central Government employees and 68.27 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

    In order to streamline recruitment process for various ranks in the Odisha Police and other uniformed services a dedicated recruiting agency namely Odisha Uniformed Services Staff Selection Commission  (OUSSSC) has been constituted under Administrative Control of GA&PG Department.

    The aforesaid proposal was approved by Odisha Cabinet on 21.11.2025. Accordingly, rules to regulate the method of recruitment to all uniformed services under various Departments of the State Government was framed vide Gazette Notification No.41415 - GAD-FE-ESTT-0001-2025 / Gen Dt.05.12.2025.

    Initiation of PAR/CCR for the year 2025-26 (01.04.2025 to 31.03.2026).

    Sub: Initiation of PAR/CCR for the year 2025-26(01.04.2025 to 31.03.2026). 

    The undersigned is directed to say that the system of e-PAR, by the Group A and B employees of the state Govt., was introduced in the PAR period 2014-15 vide this department letter 34337/SE dt. 26.12.2014, and the Government of Odisha had made it mandatory for online submission of PARs from the PAR period 2015-16, through the HRMS portal vide this department letter no 47/SE dt. 14.01.2016

    As such, the Group A and B employees of the state government are advised to submit their self-appraisal by 30th April every year, which was subsequently refixed to 31st May each year vide this Department letter no.1100/SE dt. 30.04.2022, following the Government of India Guidelines. The PARs then go through a three-level assessment system, where the authorities in the hierarchy chain assess the performance of the employees. The assessed PARs then get reviewed by the designated PAR custodian, and these reviewed PARs get placed before the DPC/Selection board for consideration of the case of the employees for promotion/selection/sanction of MACP/RACP etc. Many such instances have come to the notice, where employees get debarred on such occasions owing to want of PAR. 

    Consequently, a new Guideline for recording, reviewing, and maintenance of CCR in favor of Group C employees has been incorporated vide this Department Notification no.400/SE dt. 25.02.2025, by replacing the erstwhile Book Circular 46. In this system, the immediate Reporting authority of the Group C employee needs to initiate the CCR in favor of the employee and assess his/her performance, post which the Reporting Authority transmits the CCR to the Reviewing-cum-Accepting Authority for final assessment. Many such instances have come to the notice, where the authorities have failed to initiate the CCR in favor of the Group C employees subordinate to him/her, either because of ignorance/lack of will, which results in a want of CCR of the employee. 

    It is, therefore, requested that all the employees, under their administrative Control, may kindly be sensitized enough to submit their PAR as well as initiate CCR of their subordinates for the year 2025-26 (01.04.2025 to 31.03.2026), wherever applicable, online through HRMS Portal positively.

    The State Government Offices, Revenue and Executive Magistrate Courts shall be held every year on working days from 7:00AM to 1:00PM without lunch break from 10th of April to 15th of June at all places in Odisha except in Cuttack, Puri, Chhatrapur, Berhampur, Koraput and Bhubaneswar cities/towns.

    Induction Training of 5th Batch ASOs (OPSC 2021) Training concluded

    The Induction Training of 5th Batch Assistant Section Officers (OPSC 2021) concluded on 7th April, 2026.

    A total of 70 ASOs have successfully completed their training at new building Odisha Secretariat Training Institute (OSTI), Bhubaneswar which was started from 16.12.2025. In addition to the regular classroom teaching, the trainees had study visit to Kandhamal, Boudh, Balasore & Bhadrak Districts. Besides, they had one day visit to Odisha Legislative Assembly for experience on day to day rules of business.

    Departmental Examination :

    The Department Examination was conducted on 20th, 23rd, 24th & 25th March as a part of this Training and 68 ASOs have passed with more than 75% marks.

    RESOLUTION

    Subject: Engagement of retired Government servants on a temporary basis.

    The engagement of retired officers is presently governed by GA & PG Department Resolution No. 26993/Gen. dated 12.09.2024. As per Clause 2 (iii) thereof, only officers having “Outstanding” CCR/PAR for a continuous period of sixty months prior to superannuation are eligible for re-engagement (NRC not being treated as “Outstanding”). Further, as per the third paragraph under Clause 3 (ii), such re-engagement is limited to 1% of the sanctioned strength in the SB level and above in the respective Departments.

    The purpose of the above provisions was to ensure that re-engagement of retired officers is resorted to only in exceptional cases by maintaining a high performance benchmark and restricting the number of such engagements within a prescribed limit, so as to prevent routine and indiscriminate re-engagement.

    Grading performance is largely subjective. It varies from person to person. In practical situations, the distinction between grading of "Outstanding", "very good" and "good" is often very narrow. The requirement of having “Outstanding” CCR/PAR for 60 consecutive months before retirement is hindering the recruitment of otherwise experienced and capable officers, whose services are highly required in the public interest.

    Similarly, it is difficult for an Administrative Department to know about the 1% of sanctioned strength at the SB level of a cadre. The employee of one cadre is posted in various Departments, the sanctioned strength of which is only available with the cadre controlling authority, and it is difficult to assess the vacancy every time a proposal for re-employment of an officer of the cadre is proposed.

    Further, certain other conditions, such as selection through open advertisement, and vacation of Government accommodation prior to re-engagement, are found to be restrictive and a hindrance to facilitate optimal utilisation of experienced retired personnel in the public interest.

    After careful consideration, and with a view to simplifying procedures, reducing delays, and empowering Departments to make timely decisions in the public interest to ensure efficient service delivery, the Government have been pleased to modify the provisions of GA & PG Department Resolution No. 26993/Gen. dated 12.09.2024 to the following extent:—

    1. These guidelines shall apply to the officers/employees to be re-employed to Group-C and above posts/services.
    2. The provisions under clause (2) (iii) of the said Resolution, stipulating the requirement of “Outstanding” CCR/PAR for continuous sixty months before superannuation for re-engagement (NRC shall not be deemed to be OUTSTANDING), shall be dispensed with.
    3. The provisions under Clause 3 (i) of the said Resolution, relating to the selection of persons through open advertisement or any method as decided by the Government from time to time, shall be dispensed with.
    4. The provisions under clause 3 (ii) of the Resolution, prescribing a ceiling of 1% of the sanctioned strength at the SB level and above for re-engagement in respective Departments, shall be dispensed with.
    5. The provisions under clause 4 (v) of the said Resolution, requiring consideration of re-engagement only after vacation of Government accommodation by the retired officer, shall be dispensed with.

    Save as otherwise provided in this Resolution, all other provisions of the Resolution No. 26993 dated the 12th September, 2024 shall remain unchanged.

    This Resolution shall come into force with effect from the date of its publication in the Odisha Gazette.

    ORDER: Ordered that the Resolution be published in the Odisha Gazette and copies thereof be forwarded to all concerned.

    Rescheduling of timing of Classes during the summer from 6:30AM to 10:30AM

    Sub: Rescheduling of timing of Classes to mitigate Heat Wave situation during the summer in the State.

    Madam/ Sir,
               In inviting a reference to the subject cited above, I am to say that, Government after careful consideration have been pleased to reschedule the timing of Classes in all Educational Institutions under the School and Mass Education Department i.e. Government, Government Aided and privately managed schools in the State from 06.30 AM to 10.30 AM with effect from 2nd April to commencement of summer vacation. This will remain in force every year.

           Accordingly, all the guidelines issued earlier stands modified. After the summer vacation, school timing will continue normally as per guidelines issued earlier. However, Collector & District Magistrates can decide rescheduling of schools well in advance if the situation warrants.

             It is also requested to ensure the following things to combat heat wave like situation in every year as per the details given below:
    • In all Schools extra care has to be taken to ensure availability of drinking water. Wherever required, tube wells inside the school campus may be repaired to ensure drinking water supply.
    • There will be a drinking water break on every day with water bell at a fixed time.
    • Sufficient ORS packets need to be kept in Schools and provided to students/staff requiring the same.
    • Outdoor activities have to be restricted so that the students not to be exposed to heat wave conditions.
    • All parents should be sensitized to ensure that their children carry a water bottle while going to school. This should be sufficiently publicized to create awareness among the parents.
    • Schools may also be advised to allocate some time during school hours to give heat wave precautionary tips to the students.

    Sub: Regularisation of Junior Teachers (Schematic) engaged in Primary and Upper Primary Schools

           In supersession of the previous resolutions/guidelines issued in this regard, now, Government after careful consideration have been pleased to regularise the Junior Teachers (Schematic), engaged during the year 2023–24 through due recruitment process and continuing in service, as Asst. Teacher in Level-V(A) of the Elementary Cadre.

              Such Junior Teachers (Schematic) shall be deemed to have been regularised with effect from the date of their respective joining. These teachers shall be allowed notional service benefits up to 31.12.2025. They shall be entitled to draw regular pay/salary and other admissible service benefits of Assistant Teachers in Level-V(A) with effect from 01.01.2026.

    Subject: Mandatory completion of iGOT Karmayogi courses and assessment for recording in APAR/PAR for the year 2025-26. 

    Sir/Madam,

    I am directed to invite reference to the Office Memorandum No. T-28/27/2025 iGOT dated 18.03.2026 issued by the Department of Personnel & Training (DoPT), Government of India regarding extension of the last date for completion of mandatory courses and comprehensive assessment on the iGOT Karmayogi platform for the reporting year 2025-26. 

    2. As per the said O.M., read with earlier instructions dated 04.07.2025, completion of prescribed iGOT courses (minimum 50%) along with the comprehensive assessment is mandatory, and the last date for completion has been extended up to 30.04.2026 or before submission of APAR, whichever is earlier. It has further been stipulated that the status of completion of such courses and assessment shall be mandatorily recorded in the Annual Performance Appraisal Repots (APARs) of the concerned officers. 

    3. The above instructions are to be read in conjunction with the provisions of the AlS (Performance Appraisal Report) Rules, 2007 (as amended) in respect of AlI India Services officers, wherein capacity building, professional competence and upgradation of skills constitute integral components of performance appraisal. 

    4. In view of the above, it is hereby directed that all AIS Officers under your administrative control shall mandatorily complete the prescribed iGOT courses and comprehensive assessment within the stipulated timeline. Non compliance of these instructions shall have a direct bearing on APAR/PAR recording and may be reflected appropriately in the assessment of the office. 

    S. All Departments and Cadre Controlling Authorities shall ensure strict monitoring of compliance in this regard. It shall also be ensured that the completion status of iGOT courses and assessment is duly verified and recorded in the APAR/PAR of each officer for the year 2025-26. No APAR/PAR should be finalized without incorporating such status. 

    6. Any deviation or non-compliance of the above instructions will be viewed seriously and may result in the APAR being treated as incomplete/deficient. 

    7. This may be treated as most urgent and accorded top priority.
