ବହୁ ପ୍ରତୀକ୍ଷିତ ସଚିବାଳୟ ଏଏସ୍ଓ ନିଯୁକ୍ତି ୨୦୨୧ର ଚୟନ ପ୍ରକ୍ରିୟା କୁ ନେଇ ରଜତ କୁମାର ମିଶ୍ର ତଥା ଅନ୍ୟମାନଙ୍କୁ ନେଇ ହୋଇଥିବା ମାମଲା WP(C) No. 32174/2022 ର ଶୁଣାଣି ଆଜି ଶେଷ ହୋଇଛି। ଲଗାତାର ୩ ଦିନ ଧରି ଏହି ଶୁଣାଣି ଜଷ୍ଟିସ ଆଦିତ୍ୟ କୁମାର ମହାପାତ୍ରଙ୍କୁ ନେଇ ହୋଇଥିବା ଖଣ୍ଡପୀଠରେ ଚାଲିଥିଲା। ଫେବୃଆରୀ ୭ତାରିଖରେ ଆବେଦନକାରୀଙ୍କ ଓକିଲ ଶ୍ରୀ ମନୋଜ କୁମାର ମିଶ୍ର ନିଜର ଯୁକ୍ତି ରଖିଥିବା ବେଳେ ୯ ତାରିଖରେ ସରକାର ଏବଂ ଓପିଏସସି ତରଫରୁ ଆଡଭୋକେଟ ଜେନେରାଲ ନିଜର ତଥ୍ଯ ରଖିଥିଲେ। ୧୦ ତାରିଖରେ ପୁଣି ଆବେଦନକାରୀଙ୍କ ତରଫରୁ ପକ୍ଷ ରଖାଯାଇଥିଲା। 

ଶେଷରେ ଏହି ମାମଲାର ଶୁଣାଣି ଶେଷ କରି ମାନ୍ୟବର ଅଦାଲତ ନିଜର ରାୟ ସଂରକ୍ଷିତ ରଖିଛନ୍ତି।

ତେଣୁ ଖୁବଶୀଘ୍ର ଉକ୍ତ କେସ୍ ର ରାୟ ପ୍ରକାଶ ପାଇବାର ସମ୍ଭାବନା ରହିଛି।

ଶେଷରେ ମାନ୍ୟବର ଅଦାଲତ ଏହି ମାମଲାର ଶୁଣାଣି ଆସନ୍ତା କାଲି (୦୮। ୦୨। ୨୦୨୩) କୁ ରଖିବାକୁ ପ୍ରସ୍ତାବ ଦେଇଥିଲେ। କିନ୍ତୁ ଉଭୟ ପକ୍ଷର ନିଷ୍ପତ୍ତି ଅନୁଯାୟୀ, ପରବର୍ତ୍ତୀ ଶୁଣାଣି ଆସନ୍ତା ତା୦୯। ୦୨। ୨୦୨୩ ରିଖ ଦିନ ୩ଟା ବେଳେ କରିବାକୁ ନିଷ୍ପତ୍ତି ନିଆଗଲା। ସେହିଦିନ ଓପିଏସସି ତରଫରୁ ନିଜର ପକ୍ଷ ରଖାଯାଇପାରେ।

Annual Function of GA&PG Department Cultural Association





Inauguration of Virtual High Courts in 10 districts

Hon'ble Chief Justice of India Dr. D. Y. Chandrachud, today inaugurated Virtual High Courts in 10 districts of Odisha namely Sambalpur, Berhampur (Ganjam), Bhadrak, Bhawanipatna (Kalahandi), Bhubaneswar (Khurdha), Bolangir, Jeypore (Koraput), Puri and Rourkela (Sundargarh).



These Virtual High Courts will have video conf facilities and a ‘Back Office’ by which lawyers can e-file their cases with assistance from staff/officer. Advocates or persons not familiar with computers can take help of the back office.

These Virtual High Courts established in 10 out of the 30 Districts in the first phase. The choice of the first 10 virtual High Courts was dictated by the geographical location and the volume of cases filed from the Districts in the High Court.

Budget Session 2023 of Odisha Assembly to commence from 21st February

Budget Session 2023 of Odisha Assembly will start from February 21 and continue till April 6.

The session will start with the address of Governor Ganeshi Lal on February 21. The motion of thanks on the Governor's speech will be moved on the same day. Further discussion on the Governor's address will be held on February 22 and 23.

State Finance Minister Niranjan Pujari will present the annual Budget for the year 2023-24 on February 24 while general discussion on the Budget will start from February 27. The appropriation bill will be laid before the House on March 31.

There will be a gap of seven days from March 2 to 9 during the session. There will be no business on all second and fourth Saturdays and Sundays, March 30 (Shreeram Navami) and April 1 (Odisha Day).

Consumer Price Index for Industrial Workers (2016=100) for December, 2022 decreased by 0.2 points and stood at 132.3 points.

With the objective of benefitting the hard working middle class of the country, Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitaraman made five major announcements with respect to personal income tax while presenting the Union Budget 2023-24 in Parliament today.  These announcements pertaining to rebate, change in tax structure, extension of benefit of standard deduction to the new tax regime, reduction of highest surcharge rate and extension of limit of tax exemption on leave encashment on retirement of non-government salaried employees will provide substantial benefits to the working middle class.


In her first announcement regarding rebate, she proposed to increase the rebate limit to Rs.7 lakh in the new tax regime, which would mean that the persons in the new tax regime, with income up to Rs. 7 lakh will not have to pay any tax. Currently, those with income up to Rs. 5 lakh do not pay any income tax in both old and new tax regimes.

Providing relief to middle-class individuals, she proposed a change in the tax structure in the new personal income tax regime by reducing the number of slabs to five and increasing the tax exemption limit to Rs. 3 lakh.  The new tax rates are:

This will provide major relief to all tax payers in the new regime. An individual with an annual income of Rs. 9 lakh will be required to pay only Rs. 45,000/-. This is only 5 per cent of his or her income. It is a reduction of 25 per cent on what he or she is required to pay now, i.e. Rs. 60,000/-. Similarly, an individual with an income of Rs. 15 lakh would be required to pay only Rs. 1.5 lakh or 10 per cent of his or her income, a reduction of 20 per cent from the existing liability of Rs. 1,87,500/.

 

The third proposal of the budget provides major relief to the salaried class and the pensioners including family pensioners as the Finance Minister proposed to extend the benefit of standard deduction to the new tax regime. Each salaried person with an income of Rs. 15.5 lakh or more will thus stand to benefit by Rs. 52,500/-.  At present, standard deduction of Rs. 50,000/- to salaried individuals and deduction from family pension up to Rs. 15,000/- is currently allowed only under the old regime.

As part of her fourth announcement with respect to personal income tax, Smt. Nirmala Sitaraman proposed to reduce the highest surcharge rate from 37 per cent to 25 per cent in the new tax regime for income above Rs. 2 crore.  This would result in reduction of the maximum tax rate to 39 per cent from the present 42.74 per cent, which is among the highest in the world. However, no change in surcharge is proposed for those who opt to be under the old regime in this income group.

As part of the fifth announcement, the budget proposed extension of limit of tax exemption on leave encashment to Rs. 25 lakh on retirement of non-government salaried employees in line with the government salaried class. At present, the maximum amount which can be exempted is Rs. 3 lakh.   

The budget proposed to make the new income tax regime as the default tax regime.  However, citizens will continue to have the option to avail the benefit of the old tax regime.

Creation of 50 posts of Fire Service Personnel for Airports

Hon'ble CM Sri Naveen Patnaik has approved a proposal for creation of 50 posts of Fire Service Personnel in different ranks for four Airports under Regional Connectivity Scheme (RCS)– UDAN scheme. These Airports are Jharsuguda, Utkela, Rourkela and Jeypore.

Out of these 50 posts, 9 each will be deployed at Utkela & Jeypore and 16 each at Jharsuguda and Rourkela. Recently three fire stations have been made functional at 3 premier medical colleges of Odisha-Cuttack, Brahmapur and Burla.
