Government Orders Transfer of Revenue Staff Posted Over 3 Years

The Revenue and Disaster Management Department of the Government of Odisha has issued a directive to all district collectors, mandating the transfer of ministerial and field staff who have served in the same office for more than three years.

"One Time Settlement Scheme" for the pending e-challan

With a view to provide an opportunity to such violators to settle their disputes by paying fines at a reduced amount as at Annexure at the earliest, Government have been pleased to announce a "One Time Settlement Scheme" for the pending e-challans as on the 31st July, 2025. The Challans in respect of which Prosecution Reports (PR) has been submitted to designated Courts will not come under the purview of the Scheme. 

The above benefit is one time and will be available for a period of six months only from the date of issue of the Notification relating to one time settlement.

Shalini Pandit, IAS appointed as Joint secretary, Dept of Financial Services, GoI

The Appointments Committee of the Cabinet has approved names of 35 IAS officers from across the country for appointment at Joint Secretary/Joint Secretary equivalent level with pay at Level 14 of the Pay Matrix.

Accordingly, Ms. Shalini Pandit, a 2001 batch Odisha cadre IAS officer, has been appointed as the Joint Secretary, Department of Financial Services, Government of India. 

Smt. Pandit is currently serving as the Commissioner-cum-Secretary, Department of School and Mass Education of the Odisha Government.

1. Who elects the Vice-President of India?

Answer: The Vice-President is elected by an Electoral College, which consists of the members of the Lok Sabha and Rajya Sabha (both elected and nominated members) [Article 66 of the Constitution of India]

2. How is the value of votes of members of the Electoral College calculated?

Answer: As per Article 66 of the Constitution of India, the Vice-President is elected by the members of the Electoral College consisting of the members of both Houses of Parliament in accordance with the system of proportional representation by means of the single transferable vote. For 2025, 17th Vice-Presidential Election, the Electoral College consists of:

(i) 233 elected members of Rajya Sabha (Presently 05 seats are vacant),

(ii) 12 nominated members of Rajya Sabha, and

(iii) 543 elected members of Lok Sabha (Presently 01 seat is vacant).

Electoral College comprises of a total of 788 members (Presently, 782 members) of both Houses of Parliament. Since, all the electors are members of both Houses of Parliament, the value of vote of each Member of Parliament would be same i.e. 1 (one).

▪️ Recommendations of the 56th Meeting of the GSTCouncil held at New Delhi

🔰GST Council approves reforms with a multi-sectoral and multi-thematic focus on improving the lives of all citizens and ensuring ease of doing business for all, including small traders and businessmen

🔰 GST Council approves rate rationalisation with a focus on Common-man, Labour-intensive Industries, Farmers and Agriculture, Health, Key Drivers of the economy

🔰 Exemption of GST on all individual life insurance policies whether term life, ULIP or endowment policies and reinsurance thereof to make insurance affordable for the common man and increase the insurance coverage in the country 

🔰 Exemption of GST on all individual health insurance policies (including family floater policies and policies for senior citizens) and reinsurance thereof to make insurance affordable for the common man and increase the insurance coverage in the country

🔰 Rationalisation of the current 4-tiered tax rate structure into a citizen-friendly ‘Simple Tax’ - a 2 rate structure with a Standard Rate of 18% and a Merit Rate of 5%; a special de-merit rate of 40% for a select few goods and services

➔ When will the changes in GST rates come into force ❓ 

💠 As per recommendations of the GST Council in its 56th meeting, the changes in GST rates on services and goods other than cigarettes, chewing tobacco products like zarda, unmanufactured tobacco and beedi will be effective from 22nd September, 2025. For the specified goods namely, cigarettes, chewing tobacco products like zarda, unmanufactured tobacco and beedi, the existing rates of GST and compensation cess will continue to apply and the new rates will be implemented at a later date to be notified, based on discharging of entire loan and interest liabilities on account of compensation cess

➔ Is there any change in threshold of the registration required for goods under CGST Act, 2017❓

💠 No, there is no change in threshold of the registration required for goods under CGST Act, 2017

➔ Which notification provides for the revised rates❓

💠 The changes in GST rates will be notified in the rate notification. The notification would be placed on #CBIC website

➔ What would be the #GST rate applicable if I have received advances for supply of goods/services or both but supply has not been completed or invoice is not issued❓

💠 The GST rate will be determined as per the time of supply provisions. (Refer Section 14 of the CGST Act, 2017)
