The severe cyclonic storm “DANA” (pronounced as Dana) over north coastal Odisha moved north northwestwards with a speed of 10 kmph and lay centred at 0530 hrs IST of today, the 25th October, over the same region near latitude 21.0° N and longitude 86.8°E, about 20 km north-northwest of Dhamara, 30 km east of Bhadrak and 40 km north-northwest of Habalikhati nature camp (Bhitarkanika). 

It is likely to move nearly northwestwards across north Odisha and weaken gradually into a cyclonic storm by forenoon of today, the 25th October. The system is under continuous surveillance of the doppler weather radar at Paradip.

Cyclone is very likely to cross north Odisha and West Bengal coasts between Puri and SagarIsland during night of 24th and early morning 25th October, 2024 as a severe Cyclonic Storm with a wind speed of 100-110 kmphgusting 120 kmph.

ରାଜ୍ୟ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତାରେ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି ବିଷୟ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ ମୋହନ ଚରଣ ମାଝୀ ଘୋଷଣା କରିଛନ୍ତି। ଏହା ଫଳରେ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତା ୫୦ ପ୍ରତିଶତରୁ ୫୩ ପ୍ରତିଶତକୁ ବୃଦ୍ଧି ପାଇଲା। ଏହା ଜୁଲାଇ ପହିଲା ୨୦୨୪ରୁ ପିଚ୍ଛିଲା ଭାବରେ ଲାଗୁ ହେବ। ଏହି ବର୍ଦ୍ଧିତ ମହଙ୍ଗା ଭତ୍ତା ଚଳିତ ଅକ୍ଟୋବର ମାସ ଦରମାରେ ନଗଦ ଆକାରରେ ମିଳିବ। ଏହା ସହିତ ପେନ୍‌ସନଭୋଗୀ ମାନଙ୍କ ଟି.ଆଇରେ ମଧ୍ୟ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି କରାଯାଇଛି। ସେମାନେ ମଧ୍ୟ ଅନୁରୂପ ଭାବେ ଅକ୍ଟୋବର ମାସ ପେନ୍‌ସନରେ ଏହି ବର୍ଦ୍ଧିତ ଟି.ଆଇ ପାଇବେ। ଏହା ଦ୍ୱାରା ପ୍ରାୟ ସାଢେ ସାତ ଲକ୍ଷ ସରକାରୀ କର୍ମଚାରୀ ଓ ପେନ୍‌ସନଭୋଗୀ ଉପକୃତ ହେବେ।

Posting of one more ASO under RY-2021

Indian Railways has shortened the Advance Reservation Period (ARP) from 120 to 60 days, effective from November 1.l

  • All the bookings done up to 31st October this year will remain intact.

Cabinet approves additional instalment of three percent of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2024 representing an increase of three percent (3%) over the existing rate of 50% of the Basic Pay/Pension, to compensate against price rise.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.  The combined impact on the exchequer on account of both DA and DR would be Rs.9,448.35 crore per annum.

This will benefit about 49.18 lakh central government employees and 64.89 lakh pensioners.

Discretion power of Ministers to select Private Secretary / OSD

Sub: Selection and Appointment of Private Secretaries/Officers on Special Duty (O.S.D.) in the Office of the Ministers - reg. 

The undersigned is directed to convey the following guidelines regarding the selection and appointment of Private Secretaries/Officers on Special Duty (OSD) in the Office of the Ministers: 

1. Discretion in Selection :

The Ministers shall have discretion in the matter of selection of serving officers for appointment as Private Secretaries/Officers on Special Duty (OSD) in their Office, subject to the terms and conditions mentioned herein. Such appointments will be co-terminus with the office of the Ministers. 

2. Eligibility Criteria for Appointment 

i) Appointments to the post of Private Secretary to Ministers shall be made from among the Officers in the rank of Additional Secretary (Level 16, of ORSP Rules, 2017) or Joint Secretary (Level -14 of ORSP Rules, 2017). 

ii) Appointments to the post of Officer on Special Duty (O.S.D.) in the Office of the Ministers shall be made from among the Officers in the rank of Joint Secretary (Level-14 of ORSP Rules, 2017) or Deputy Secretary (Level-13, of ORSP Rules, 2017). 

Provided, the OSD must be at least one rank junior to the Private Secretary of the concerned Minister. 

iii) An Officer who has held the post of Private Secretary / O.S.D in the five years, immediately preceding the current appointment, will not be eligible. lt must be ensured that there is a minimum gap of five years between the previous service as Private Secretary/O.S.D. and the present appointment.
