Revenue Districts with more than one Police Districts
Police and Revenue districts have the same boundary, but Odisha has had a few revenue ones with more than one SP
In 1964, the Rourkela ADM and SP posts were created after deadly communal riots due to events in East Pakistan. Bhubaneswar SP post was carved out of Puri in 1975.
The post of Cuttack Sadar (later City) SP was created in 1981 out of the massive undivided Cuttack district. Similarly Berhampur SP followed in 1984.
Rairangpur is the fifth in this select list!
So there will be 35 Police Districts in 30 Revenue Districts.

# Ganjam : SP Ganjam, SP Berhampur
# Mayurbhanja : SP Mayurbhanja, SP Rairangpur
# Cuttack : SP Cuttack (Rural), DCP Cuttack (UPD)

Besides, the Railway Range has two Railway Police Districts at Cuttack and Rourkela.

Cabinet Decision 16.07.2025 : Approval of 13 proposals
Odisha Cabinet approves 13 important proposals of 11 Departments. Besides 3 proposals of Water Resources Deptt, Fisheries & ARD Department and Handloom, Textile & Handicraft Department have been differed. (Download PRESS NOTE.pdf)
1. Home Department: Extension of Emergency Response Support System (ERSS) Dial-112 scheme for 5 years from 2025-26 to 2029-30.
- Creation of 4195 posts
- Deployment of 645 Emergency Response Vehicles (ERVs)
- Construction of dedicated building for State Emergency Response Center (SERC) and Mirror Emergency Response Center (MERC)
2. Home Department: Establishment of new Police District in Rairangpur
- Bifurcation of Mayurbhanj Police District
- New Police District will have 2 SDPOs, 14 Police Stations, 5 Outposts, 2 Beat Houses
3. Energy Department: Pump Storage policy for Power Generation
4. School & Mass Education Department: Free Hostel facilities for the boarders of non-KGBV hostels in Odisha Adarsa Vidyalayas
- Students contribution of ₹2000/month waived out
- Applicable to 141 Girls Heostel and 314 Boys Hostel
- Non applicable to 173 KGBV Girls Hostels
5. Electronics & IT Department: Amendment in the Odisha Semiconductor Manufacturing and Fabless Policy 2024
6. Housing & Urban Development Department: Introduction of new scheme "SAMRUDHA SAHAR" with features of (i) Town Planning Scheme and (ii) Cities as growth hub.
7. Finance Department: Acceptance of bid submitted by M/s TCS for IFMS 3.0 for amount of ₹290.66 Crore
AMENDMENT IN RECRUITMENT RULES
8. Health and Family Welfare Department: Odisha Ayush Assistant Cadre
- Restructuring of Ayush Assistant Cadre
- Creation of 350 Senior Ayush Assistant (L-7)
- Creation of 12 Head Ayush Assistant ( L-9)
9. Revenue & DM Department: Odisha Revenue Service (ORS) Cadre :
- Amendment in provision of recruitment process
- Provision of selection of 10% among non-revenue background is omitted
- 2/3rd Posts will be filled up through Direct Recruitment by OPSC
- 1/3rd Posts will be filled up by promotion of Revenue Field / Ministerial staff
- For promotion, one must have completed minimum 6 years in Group-B post
- Age limit reduced from 53 years to 50 years
10. Higher Education Department: Promulgation of Odisha Universities (Amendment) Ordinance 2025
- It empowers Hon'ble Chancellor to appoint any person as Vice - Chancellor for time being till appointment of regular Vice - Chancellor
11. Law Department: Amendment in Resolution Dt.16.03.2016 regarding Odisha State Law Commission
- Chairperson shall be entitled to allowances and other terms and conditions of service as are admissible while in service
12. Labour & ESI Department: Odisha Factories and Boiler Inspection Service Cadre
- Assistant Director, Factory & Boilers shall be required to pass Departmental Examination for their confirmation in service

Clarification on issue of retirement notice to Government Employees:
No need to seek approval of Hon'ble Minister :
It has been mentioned under Rule 57 OCS (Pension) Rules , 1992 to issue list of officers retiring every year i.e. on l day of July each year of all Government Servants under their Administrative Control within the next 18 to 24 months in the prescribed format i.e. O.C.S Pension Form —A see Rule 5 7(2)] to Accountant General Odisha, Appointing Authority, Administrative Department concerned, Director of Treasuries and Inspection, Odisha and the Estate Officer, GA & PG(Rent) not later than 31st July each year.
Rule-40 of O.C.S (Pension) Rule 1992 also speaks about the principles to be adopted for issuance of said retirement notification. Retirement on attaining the age of superannuation is automatic.
The very intention of the above rules is to avoid overstayal in service beyond the date of retirement, submission of pension paper, vacation of Government Quarter, NDCs etc. to facilitate finalization of pensionary benefits on the date of superannuation itself
It is, therefore advised that since issue of retirement notice is a very routine matter, the Pension Sanctioning Authority/ Delegated authority by Administrative Departments! HoDs ! Head of Office can approve and issue such retirement notice without requiring approval of higher authority.
