After declaration of DA unfreeze w.e.f July, 2021, now Government employees are to get Salary with DA @28%. As it is clearly mentioned that no arrears will be paid from January, 2020 to June, 2021, hence we have made an attempt to calculate the loss suffered by employees during the said period.

Various Service Associations demand revised Dearness Allowance
After declaration of increased Dearness Allowance @28% for Central Government Employees, all of the State government employees are now eagerly waiting for their turn. In this connection, various service associations have submitted memorandum to Hon'ble Chief Minister with request to declare same amount of DA to the employees at an early date. It is to note that the existing DA rate is 17% which is being paid since July, 2019.

After the O.M.Dt.23.07.2021 of Ministry of Finance (Deptt of Expenditure) regarding declaration of Dearness Allowance @28% w.e.f 01.07.2021 to the Central Government Employees, now Dearness Relief to the CG Pensioners/ family has been declared at the same rate i.e.28%.

HRA increases 1% if DA crosses 25%
Recently Central Government Employees are getting House Rent Allowance at the rate of 24%, 16% and 8% of basic pay for X, Y & Z class cities respectively w.e.f 01.07.2017.
As per DoE Office Memorandum No. 2/5/2017-E.II(B) Dt.07.07.2017, rates of HRA will be raised to 27%, 18% and 9% for X, Y & Z class cities respectively when DA crosses 25% and further raised to 30%, 20% & 10% when DA crosses 50%.

The Cabinet Committee chaired by the Hon’ble Prime Minister Shri Narendra Modi today has approved increase the Dearness Allowance to Central Government employees and Dearness Relief to pensioners with effect from 01.07.2021 to 28% representing an increase of 11% over the existing rate of 17% of the Basic Pay/Pension.

Amendment in Training policy of ASOs in Central Secretariat Service (CSS)
As per the approval, the existing 12 weeks’ Foundation Training Programme for Assistant Section Officers (Probationers) has been re-designed into 108 weeks training programme. However, out of the 108 weeks, class room/full time engagement will only be for 16 weeks.

Promotion of 20 Section Officers to the rank of Desk Officer
The following 20 (twenty) Section Officers are promoted to the rank of Desk Officer in OSS Cadre in pay matrix Level-11. There are five SOs from SC and 15 from UR category. With this promotion, the present position of Desk Officers reached to it's full strength i.e. 326 but Section Officer posts got reduced to 169 out of sanction strength 713.
Sad News : Akshaya Kumar Jena, Desk Officer passed away
Regret to inform that Akshay Kumar Jena, Desk Officer, Planning & Convergence Department expired today around 7.30 AM at a Private Hospital in Bhubaneswar.
He was very sincere and hard worker though suffering from Cancer for a decade. Besides, he was a very sober gentle man.

Labour Bureau has issued its Press Release on 30.06.2021 regarding Consumer Price Index for Industrial Workers (CPI-IW) for the month of MAY, 2021. Click here for PRESS RELEASE
The All India CPI-IW for May, 2021 increased by 0.5 points and stood at 120.6 which was 120.1 in April, 2021. Based on CPI-IW of last twelve months, the Dearness Allowance is expected to reach at 30%.

Functioning of Government offices till 15th July, 2021
All Departments of the State Government and Sub-ordinate Offices in the state shall function with at least 50% strength of employees (officers of the rank of Deputy Secretary and above who shall attend Office daily) during 1st to 15th July, 2021. Employees who have been fully vaccinated shall attend office mandatorily.

Operationalization of "Quarters Management System" (QMS) Module
"Quarters Management System (QMS)" Module has been developed for utilizing its application in post-allotment activities of Rent Section to minimize the processing time and bring transparency in the process followed by the GA & P.G Department through use of Information and Communication Technology. There will be no manual transmission of aforesaid orders / notices / intimations to the occupants. Therefore, occupants of G.A quarters are required to visit their HRMS platform regularly and take note of orders / notices / intimations, if any, issued to them from Rent Officer/ Estate Court.
