1. This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode). 

2. This Contempt Petition is filed alleging violation of the Court’s order dated 19.05.2023 passed in W.P.(C) No.32174 of 2022.

3. It is submitted by Mr. Pattanaik, learned counsel appearing for the Opposite Parties/Contemnors that a view was preferred challenging the judgment dated 19.05.2023 which was disposed of by this Court on 21st of July, 2023. He further submits that the Opposite Parties/Contemnors needs more time to implement the judgment passed by this Court. 

4. Considering the submission made and as a last opportunity this Court deems it proper to provide as a last chance and the Contempt Petition stands disposed of with a direction to the Opposite Parties/Contemnors to comply with the direction of this Court dated 19.05.2023 passed in W.P.(C) No.32174 of 2022, if the same has not been complied with in the meantime, within a period of six weeks from the date of service of a certified copy of this order by the Petitioners, provided the operation of order/judgment has not been stayed by higher forum and file compliance report before the Registry of this Court within one week thereafter. It is made clear that in the event the order of the Court is not given effect to within the time stipulated hereinabove, it will be construed to be deliberate violation of this Court’s order. 

5. The CONTC is accordingly disposed of.

ASO recruitment Court Case : High Court orders OPSC to complete selection process within 6 weeks

 
Orissa High Court has directed (OPSC) to complete the entire selection process for the Assistant Section Officer (ASO) within six weeks. 

This is note that, a contempt case (CONTC No.5147 / 2023 ) was filed as the Commission had not complied with the 19.05.2023 directive in which the Court had directed to publish a fresh merit list within two months. 

AICPIN for June 2023 : Expected DA 46%

Consumer Price Index for Industrial Workers (2016=100) for the month of June, 2023 has been issued by Labour Bureau, Government of India. The All India CPI-IW for June,, 2023 has been increased by 1.7 points and stood at 136.4.
Hence, if calculated, as per formula, the Dearness Allowance is expected 46%.
Note : At present, Central Government employees are availing DA @ 42% w.e.f. 01.01.2023

Insurance coverage of Journalists hiked upto Rs.5 Lakh : Government shall pay 100% Premium

କାର୍ଯ୍ୟରତ ସାମ୍ବାଦିକମାନଙ୍କ ପାଇଁ କାର୍ଯ୍ୟକାରୀ ହୋଇଥିବା ଗୋପବନ୍ଧୁ ସ୍ୱାସ୍ଥ୍ୟ ବୀମା ଯୋଜନାରେ ବୀମା ରାଶିର ପରିମାଣ ୨ ଲକ୍ଷ ଟଙ୍କାରୁ ୫ ଲକ୍ଷ ଟଙ୍କାକୁ ବୃଦ୍ଧି କରାଯାଇଛି। ଏନେଇ ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ଘୋଷଣା କରିଛନ୍ତି। ଏହା ଦ୍ୱାରା ରାଜ୍ୟର ୮୭୧୭ କାର୍ଯ୍ୟରତ ସାମ୍ବାଦିକ ଓ ସେମାନଙ୍କ ପରିବାର ଉପକୃତ ହେବେ।

ଗୋପବନ୍ଧୁ ସ୍ୱାସ୍ଥ୍ୟ ବୀମା ଯୋଜନାରେ କାର୍ଯ୍ୟରତ ସାମ୍ବାଦିକ ଓ ତାଙ୍କ ପରିବାରକୁ ଦୁଇ ଲକ୍ଷ ଟଙ୍କା ପର୍ଯ୍ୟନ୍ତ ଚିକିତ୍ସା ସୁବିଧା ମିଳୁଥିଲା। ବର୍ତ୍ତମାନ ଏହା ପାଞ୍ଚ ଲକ୍ଷ ଟଙ୍କାକୁ ବୃଦ୍ଧି ପାଇବା ଦ୍ୱାରା ସାମ୍ବାଦିକ ଓ ତାଙ୍କ ପରିବାର ଉନ୍ନତ ଚିକିତ୍ସା ସେବା ପାଇ ପାରିବେ।

Option for Family Pension under NPS : Timeline extended till 19.05.2024

State Government has extended the timeline to exercise option for availing the benefits of family pension upon in-service death in respect of State Government employees covered under National Pension System (NPS) vide F.D. Notification No.28746/F Dt.11.10.2021.

Detail procedure to exercise the option has been laid down in F.D. Office Memorandum No.12587/F., Dt.19.05.2022.
The last date for submission of option was 10.05.2023. 

Now Government has extended this date for one year i.e. upto 10.05.2024.

OPSC Chairman : Sanat Kumar Mohanty in-charge

Dr Satyajit Mohanty, Hon'ble Chairman, OPSC shall cease to hold office as Chairman of the Commission w.e.f. 02.08.2023 (A.N.) on attaining age of 62 years. 

Now, Sri Sanat Kumar Mohanty, at present member, OPSC will remain in charge of Chairman, OPSC w.e.f. 03.08.2023 until appointment of Chairman  OPSC.

As a part of induction training of newly recruited Assistant Section Officers (ASO) of Odisha Secretariat, the examination (Open Book) of 7th batch trainees starts today at Odisha Secretariat Training Institute (OSTI), Bhubaneswar. Total 50 nos of ASOs of 2018 Recruitment Batch have been imparted training on Rules/regulations, Office work procedure alongwith study tour in this batch. The ASOs have to pass this examination to be eligible for promotion to the next rank.

Interest subsidy to Banks / PACs for loan to farmers at 5%

As per cabinet decision on 21.07.2023, Government has been pleased to approve the proposal for provision of funds for "Interest Subsidy / Subvention to the Cooperative Banks /PACs for providing crop loan at 5% interest to farmers." scheme for 5 years from 2023-24 to 2027-28 to ease the interest burden of crop loan on farmers. In this regard, notification has been published by Co-operation Department.

Happy Work Anniversary : Four years of service as ASO (2019 Batch) in Odisha Secretariat

26.07.2019 : This day is memorable for the 500 ASOs who got their appointment letter in a workshop at Rabindra Mandap to join as Assistant Section Officer in Odisha State Secretariat. We all felt very elated on that day, as the advertisement for the post was on 18.09.2018 and OPSC successfully conducted this Examination and published final result within less than 9 months (262 days) that too without any major court cases.  Hence this batch may be considered as the luckiest batch among all ASO recruitments conducted by OPSC. 

After declaration of final result on 07.06.2019, orientation program was organised on 26.07.2019 at Rabindra Mandap. 

Now it's completion of four years in service (2019-2023). So first of all, Congratulations to all ASO friends of RR-2018 batch on their 4th Work Anniversary. Within these four years, many of them has left this service to join other jobs with high salary and better rank like OAS, OPS, OFS, ORS etc. Out of 500, nearly 438 ASOS of RR-2018 are now working in different departments. 

As a part of Government Service, each and every employee dreams to have promotion and pay hike. In current situation, there is no major vacancy in the rank of  Section Officer. So they have to wait for promotion of SOs (2011 Batch) to DO.  Besides, no ASOs of this batch qualify the minimum service period of 8 years for promotion also.

Hence, two major demands of this batch are expected to be fulfilled very soon for better promotion avenue. 

(1) Although, ASO post is being recruited through OPSC, but this is the only post with Grade Pay of 4200 under PB-2. So the first demand is 4600 Grade Pay for base level post i.e. ASO. (2) Similarly, minimum continuous service for promotion to Section Officer is fixed to 8 years which is higher than that of any other cadres should be amended to  4 years.

Hope, everything will be fine. These ASOs can bring a better environment  and enhance the efficiency level in Odisha State Secretariat.

Inauguration of Carrom Tournament 2023

25.07.2023 : 2nd Inter-Departmental Carrom Tournament - 2023 is being organised by Cultural Association of ST&SC Development Department  at OSSA House, Campus-II behind Rajiv Bhawan, Bhubaneswar from 25.07.2023 to 11.08.2023.

RULES & REGULATIONS : Download.PDF
1. All the matches shall be played in accordance with the relevant laws of Carrom prescribed by the Carrom Federation of India. 
2. The men's Team Championship shall consist of 2 singles matches and 1 double match. 
3. Each match shall be decided as per the result of best of 3 games or expiry of l hour 15 minutes whichever is earlier. 
4. Each game shall consist of 6 boards. 
5. If the score are level at the end of a game, a tie breaker board shall be played to decide the outcome of the game. 
6. The women open (singles & Doubles) and men open (singles) match shall be held on a knock-out basis. 
7. The Men's Team Championship shall be held on league basis till the knock-out phase (pre-quarter final). Top two teams from each group shall advance to the knock-out phase. 
8. The umpire's decision shall be final and binding on all the players. 
9. Protest, if any, shall be in writing in English addressed to the Secretary, Organising Committee and shall be submitted through the Chief Referee/ Umpire duly signed by the players/Captain/ Manager of the team 
10. Oral protest shall be intimated to the umpire immediately after the incident takes place. 
11. All the players must maintain a proper dress Code strict discipline and silence during the course of the entire match.

There after Chief Secretary, Odisha Sri Pradeep Kumar Jena, IAS, briefed the Press about other 14 agenda items on which the decision taken in the Cabinet meeting.

As per the schedule, this team will visit Rourkela Steel Plant (RSP) to have some Industrial Experience. Besides, the team will meet Collector, Deogarh and Sub-Collector, Panposh to have some knowledge about District Administration. During the visit, the team may also visit Hockey Village, Rourkela, Vedvyash, Gurukula, Khandadhar (Sundargrah) and Padhanpat (Deogarh) Waterfall.
It is for information that, the 7th Batch Induction Training of 50 newly recruited ASOs (2018-19 Batch) of Odisha Secretariat has been started from 18.04.2023 at Odisha Secretariat Training Institute (OSTI) at Bhubaneswar AND Study Tour is one of the important part of this training programme.
